Youtube Views / Fast Start / High Retention

I need to buy youtube views with instant or fast start.
High retention (at least 4 mins, the higher the better).
I want to buy in BULK - i'll need about 3-5 million per week

If you can deliver country targeted views that would be even better (need tier 1 countries).
