Wordpress or Other Website with Photo editing capability

I need an Adsense compatible site with a public side meme generator (a meme generator is a free online image maker that allows you to add custom resizable text to images. It operates in HTML5 if supported, so your images are created instantly. Most commonly, people use the generator to add text captions to established memes, so technically it's more of a meme "captioner" than a meme maker. However, you can also upload your own images as templates. Please bid below.)

Feel free to ask any questions you might have. The site needs to be able to upload, crop, edit, and add text to the site... It doesn't have to be Wordpress. I am open to other formats, but needs to be easy to edit and add pages, similar to wordpress.

It needs the following:

Adsense compatible
ability for GUESTS and Admin to upload gif, jpg, gif files and generate memes
photo editing capacity https://imgflip.com/memetemplates on the PUBLIC side (upload, crop, add text...see this page. Would like similar)
capacity to be able to store, hold and approve images to go live on the site and direct them to the pages we set up (i.e political, humor, sports, etc)
protect against attacks, virus uploads, etc
ability to short links and share to FB, Instagram, etc.
should have a link button to share to common social media
