A buyer has placed an order from me but has not completed the requirements of the order.
He has set his privacy level to not receive PM's/Mails so I can't contact him.
If I let the order expire and his money is returned, will this affect my User Level/Ranking?
Or is there a way to prompt the buyer into completing the details?

If you have enough time and it's not worth risking the user level restriction you could always go to the order page and click on the tab located on the message box that says "Cancel" >>> "Mutual Cancellation" . If the buyer doesn't respond within 3 days (I think 3 maybe 5), it's automatically cancelled.
Never use the "Force Cancel". It affects your user level negatively. I've received confirmation from the staff that a mutual cancellation here or there won't have a negative affect, but many mutuals will.
The staff here is pretty understanding, so if your user level is affected just message them here and I'm sure they'll take care of it
Cheers You can attempt to message the buyer but if this person is new to the marketplace they may not notice the message. I would send a message to the inbox and on the order page. I don't know what kind of time frame you are dealing with but I do know that late orders can affect your user level.
