I bought a cheap posting package for 200 posts. The user didn't complete it but tried to pass it off as completed. The user has already done this to another person.

1) They are immediately banned if it is blatantly obvious of their intent.
2) Heavy infraction and their account is put on restriction. All current gigs are suspended and orders that are not completed are reopened. Seller cannot withdraw funds until a staff member has manually reviewed their orders and they are fully completed.
BTW, If you order any gig that is guaranteed you'll be presented with a new button at this stage (in your screenshots above) and get an instant percentage refund back to your account. This wouldn't be of particular use to you in your situation as you don't want to pay anything for 0% completed work so just do as Karoshio suggested above and send us a ticket.
