Best questions to ask when you shop for a SEO expert?

I've known plenty of companies who claim to be aces at that sort of thing, but really only do a quick second-rate job with Google Ads.
How long have you been in this industry? (experience matters because SEO is not a strait forward process)If you do link building, what techniques do you use? (if they tell you directory submissions then move on)
Do you outsource any work to MechanicalTurk or Bangladesh (no offense to Bangladesh, outsourcing can be very advantageous)
Will you be able to do the coding work necessary for the project or will you hand me a nice Word file with to-dos?
Have you heard that social parameters play into the Google algorithm? How can you help with these parameters?Do you understand my goals and success metrics?What is the structure of the fulfillment department? Will you have a dedicated account manager, how many people will be working on your account and what are their qualifications?
Can I speak with a few of your clients?When will I rank first with xxx keywords? (if he/she gives exact answer like 3 weeks or 3 months, say goodbye)
What are your SEO goals?What have you achieved in past projects and how did you do it?

Before you hire an SEO expert, you need to check his website and see how it ranks. IF the expert's business website does not rank, there is no point in talking to him. If a person cannot rank his website on the top, how can he take your website to the top?
Second point to consider is testimonials. Ask for his portfolio and check the website page rank. Verify whether the SEO expert was the person who did SEO for that website.
Thirdly, ask him what will he do to rank your website? You can hire him as long as he gives a reasonable answer.

I agree on that aspect of seeing the website of the SEO expert first because it is like a carpenter offering you to build a house. When you see that his house is fine then okay but if not, how could the carpenter build you a good house when his own house is not good in design and make? Of course, we have to see the websites of his past clients and maybe send an email to some of those past clients to get a review of the SEO specialist. That review from the past client is the clincher for the decision of hiring or not.
