How was an account with 7 ratings was on level 2 on SEOClerks?

I just saw a member of SEOClerks with 7 positive ratings but had level 2 .
But according to SEOClerks TOS we need to complete 10+ orders ?
How is it possible ?

Just because someone has Completed 10 or more orders on time does not at all mean that 10 or more buyers will choose to actually take the time to leave feedback on the Service.

The seoclerks memeber you see with level 2 with just only 7 rating might have completed 10 orders or more because not all buyers that satisfied with work done will rate your work
