Why was this service rejected?

My "pdf submission backlinks" service was rejected with the reason " disallowed service". Is "PDF submission Backlink" not allowed for level 1?

Maybe your account is new and needs more sales to upgrade the level. Level 1 is the basic and new account, this is the reason.
