The first one has been explained by the response above, but if it's the latter (for YOU to be the affiliate), then simply promote your SC affiliate link on forums where there are webmasters who need the kind of services found on SC.
Good luck! Are you looking for affiliates to promote YOUR services, or are you looking to promote Seoclerks as an affiliate yourself to get to Level 3?
