I can't create service less than 5$

I can't create gig less than 5$ but my friend still can create gig less than 5$.

I want to know why not me ?

New users can create service for $5 it's mandatory to create $5 GiGIf old customers using old GiG it will be okay but then can't change anything
if they create new GiG it will mandatory to put $5

Yes I know that.But My friend create 1$ gig at my front today and his level 3.And also he can edit her old gig less than 5$.
