From what I understand in some discussions that I came across, the Google PageRank is like an index where the websites are evaluated in their category or niche. For example, if your website is about pets then that niche has a list of the ranked websites. And if you have a good SEO on your website then the Pagerank of your website may increase. The Pagerank is the basis for the position of your website in the search list.
