Since your service was never fulfilled you can always reject the order when the seller submits it as completed. Tell them what you've seen them do, explain they didn't deliver everything, talk about how the service stopped mid way through, etc.
Have as much info on your side as possible before you start to reject the work so the seller knows you've been monitoring everything as the job was going on and you're not a buyer who blindly purchases.
If all of that fails, the seller says they completed the work, and nothing is coming to a close then I would suggest contacting the support team here and having them look into it. The more information you have for them the better it will be for you if the seller does not submit all the work agreed upon.
Don't contact support unless you can't come to an understanding with the seller. Try to work with the seller as much as possible, but if they are not willing to refund you or do the additional work, then open up a support ticket and have the big guns look it over lol
