The difference between VPN and VPS is:
VPN: Virtual Private Network
VPS: Virtual Private Server
What I'm not figuring out is why you would need either in order to be a blogger?

I've always had VPS's for high powered software that could run non stop and not lag down my own computer. Basically a VPS is just a different computer that you remotely log in to and do what you want on it. People use them for software, having a random IP in a specific country, or doing shady things lol. What could you need a VPS for when it comes to blogging?
As for a VPN, I have a recurring subscription to HideMyAss (HMA) and I love it I don't use it for blogging because there's not really a need. I mean I guess it would come in handy if I wanted to post something on a forum or blog and then switch my IP address in order to comment from a different account. I could comment multiple times from various IP addresses linked to different accounts and reply using my own IP address. This makes the blog post or forum thread seem more popular and it's also a tricky way of bumping something to the top of the results in a forum for marketing purposes lol
If you own the blog then you don't have to worry about logging into various IP addresses and posting/commenting because you can simply approve everything since you know it's you
For blogging I don't think you need either a VPN or a VPS, you just need a shared hosting account to start off and if that becomes to weak you could upgrade your plan with whatever hosting company you have. To be a great blogger you just need to focus on your writing and how to format it in a way that attracts users to click through and read more pages
