If I don't know if the person is actually breaking the rules I will usually let it slide because using the report feature could back fire on you if you use it too many times and there aren't any infractions actually happening. This has never happened to me and I'm not sure if it's because I only report when I know if someone is breaking the rules or if people just don't enforce the "don't report unless you're sure!" regulation lol.
I've reported plenty of people over the last 13 years of working online, but it's only because of spam and people breaking the rules. I don't report users because I want to get in good with the mods and administrators. I use the report feature because I just don't want to see crap where I like to read and learn. If people would just stop breaking the rules and spamming all day, they wouldn't get reported as much and everyone would have a much better time lmao
I actually use to be a moderator on a popular forum and I wouldn't see very many reports throughout the day. I'm not sure if it was because people were afraid to use the report button, if they didn't care about the spam being posted, or if they just thought "Hey, a mod will find that and delete it without any help". Whenever I ran into a report that was inaccurate I wouldn't give the reportee an infraction, I would just delete the report and let everything go how it was It really depends on what's going on and if I know the rules and terms of service well.
