In the GTA III trilogy, the climate stay the same during the whole game, so we can believe it 's taking place during only one season.
We can say that GTA III is taking place during Fall (we see some trees beeing quite orange, and the weather seems to be cold and wet)
GTA VC seems to take place during summer, with warm and very wet climate of Florida ("The rain, she is très très wet this time of the year" as say the french traitor)
But i am very surprised about San Andreas :
The wether seems to be very warm (especially in Los Santos and Las Venturas), so we can think that the game is taking place during summer.
Here are the climates of the 3 cities on which the game is based :
But when CJ goes to Liberty City (New York), the city is under snow as it was during winter. So what 's the explanation ?
(not a very interesting question but i have time to lose )
