Opera: You must be at least 17 years old to download this app.

I just had an update for Opera on my Mac and I got this message from Apple:

"You must be at least 17 years old to download this app.

Why would I need to be 17 to download a browser when Safari comes stock(regardless of age). Opera was the first browser to make it in the store as I understand, is this just a way for Apple to hurt them for competing?

This is strange because in the first place how would the site know that the user is 17 years old and above? Is there a way to determine the age of the actual user of the browser? Pardon me for that silly question because I find the terms in some sites to be silly. Even in Facebook there is a note that users should be 18 years old and above but I think that note is for the protection of the site and not of the user.
