If you read the Twitter Help Center, you'll see how they forbid publication of another person's personal information on tweets.
You may not publish or post other people's private and confidential information, such as credit card numbers, street address or Social Security/National Identity numbers, without their express authorization and permission.

I think that you have to be careful no matter what site you are on when you publish private stuff. It is really scary in a way. One site I was on the forum thread was what car do you drive and someone answered back the specific year and model and someone else responded back you really should not be giving that info out as someone can find you. Never thought about that really before, but any personal info is always something to think about.
