Repetitive lists as duplicate content?

On some sites, I've seen the same repetitive list of article links at the bottom of each page. It would not be a big deal, but on these pages, there is usually only a paragraph article. So the same content repeats from page to page, such as 'other articles you might like to read.' Would this be considered duplicate content, such as something you should not do on every page? How do you handle a situation where you need to list links to other related articles, without it becoming redundant?

Is there any way to post that duplicate content in a frame that Google is not allowed to crawl or in some other way indicate to Google that list is duplicate (for a purpose such as site administration) so that it does not count it? Also, these are just links to articles, so maybe Google has some type of algorithm that acknowledges the difference between links within a site that serve a purpose such as linking pages and actual duplicate articles which repeat from page to page.
