In off page you make backlinks and vacuum the traffic.
In on page you create meta tag and meta description according to website, and correct the page errors.
Without a proper On-Page optimization, working in Off-page will not give you better results.
Title is the most important.
We can rank the website but then we have to make changes in ON-PAGE Content.

As mentioned in your previous topic, meta keywords are quite antiquated; Google, Bing, and Yahoo, do not take them into account. There's not much of any purpose to using meta keywords.

Meta keywords may be good for some third party search robots, but for major search engines like Google, they don't matter. Content is KING

Meta keywords are no longer useful!
Search engine like google/yahoo/bing are not even looking at your meta keywords.

So it's better not to use those useless stuffs!

Many SEO professionals debate over this controversial issue. Google does use meta tags in indexing. It simply doesn’t use the “keywords” meta tag

Yes it does not matter, ranking depends on backlinks and keyword density that you've used on your site, check google webmaster tools it will show what keywords you've most in your site.
