Recriprocal links are not really the best idea, but you can still use them selectively to get traffic. Though I'm not sure if they are much SEO value.
As for SEO and backlinking, consider who your ideal student/customer would be. Then figure out where they would hang out and advertise there. So that could mean getting backlinks from other education or language based sites. I noticed you have a section for children learning Chinese. So you could try to get links back from blogs focused on child education. Or, even travel based blogs, might be interested in link exchanges. Or, you could request bloggers to review your site. That could be useful since you won't have to provide a reciprocal link. A very interesting site. I was especially interested in the free survival lessons provided.
