Can you use the same cell phone (mobile) number to verify multiple Google accounts? Or, do you need a new number each time? For instance, is one mobile number tied to one account? Would love to find out.

You can use one contact number in multiple of other Google account. Each time Google send new authentication code on that number when you open a new account.
But If your Number is registered for one country then you cannot use it for another country in other Google account.
