So I pay someone money to build links for my site, and he doesn't tell me where the high quality links are. It seems to work, my SERP improves.... however, it's my site, not his, and I care a lot more about making sure it doesn't get blacklisted.
I have a hard time trusting link builders that they are going to do things the right way and not get me in trouble with Google. All of this risk is mine and there is seemingly no way to pick out the high quality SEO providers from the spammers.

You need to ask for a link report of sites where your link now appears. You can't simply take their word for it.

I completely understand why this has been done. Many professional SEO's have spent years building up networks of Link sources that are very high quality links. An example could be a huge high PR blog network with unique quality content on. Many SEO's would not want to make this public for fear of sabotage, stealing content, there are many reasons. If your rankings have improved, then they have provided what you have paid for. If the links were spammy, your rankings wouldn't have improved!
However, they should always make this clear in their sales page and then the decision is up to you if you want to buy or not. Usually their is a mix of links and a report will be provided for the ones that are not part of their own network source

Every person who asks someone to work for him will ask for a link report, could be from notepad or spreadsheet, containing all URLs with your site links in them. This is the only way you can check if he is doing the designated work, or not.
