Does the timer start on orders even if a buyer doesn't provide all details?

What if a buyer doesn't provide all the details required to start the order? Does the timer start anyway, counting down toward deadline? And, will you be penalized if they don't ever provide the details you need to start?

On several occasions, a buyer has private messaged me how they already ordered, wondering why I have not begun. And, I have to explain that their order is not showing up on my dashboard so thus I am not able to begin work. This often happens when the buyer forgets to provide details required, such as website or forum name and specific instructions. So far, it has not counted against me for deadline. Usually, the buyer will go back and provide details needed to begin the order properly.

As an addition to what Beverly said, often times when an order is placed, the buyer thinks they had provided all the information but didn't realize more information was needed... Sometimes they will neglect to respond to any correspondence from the seller, for different reasons, such as either language barrier, or just simply logging out and not logging back in or checking their email for notifications.

It is of great importance to the buyer to respond to the seller, as there will be times when clarification is needed for order completion.
