What if one subforum is getting more attention than another?

Sometimes, forum members put more emphasis on one specific subforum than any other. Maybe all the new discussions are going into the general chat category or another category and you want the members to focus all around the forum and not in just one or two spots. How do you encourage activity and active participation in all subforums so that you don't have inactive subforums?

On some forums that I visit, there are thousands of discussions on one subforum but only a few dozen on another and it makes me wonder what's the purpose of that slow subforum anyway. It could simply be merged and take up less space.

This is actually not a phenomenon but common in forums especially for small communities. You will notice that there is a silent majority in forums regardless of the niche. Those silent members tend to comment only on topics that attract them but they seldom, very seldom actually, post threads. Maybe a contest for new threads will spread out the activity. But I know it is easier said than done. Besides, a contest should have a nice prize otherwise it will be ignored.
