What do you need done? I'd ask each freelancer you intend on hiring those questions and see what their response is. For example, what is a Learning Management System? See if they copy/paste back an answer to you or write their own description.

Don't just read a freelancer's service description and accept it as fact on face value. In the online freelancing world, anyone can claim to do anything or be anything and so you'll want the freelancer to prove their knowledge before beginning the project. This can be best done by obtaining/contacting their job or client references if available, looking at the developer's job portfolio including past finished projects and possibly having that freelancer work on a sample project on a trial basis. You're adding a person to your team, even if just via freelancing and they will need to be able to integrate into your project and further your goals.

All of the above holds true when hiring any freelancer.
